Featured Hufflepuff: Grogan Stump

Grogan Stump was a popular Minister for Magic from 1811 to 1819. His greatest achievement was his definition of a being that settled the being versus beast debate, which had caused confusion in the wizarding world since the 14th century. In his definition, he stated that a being was "any creature that has sufficient intelligence to understand the laws of the magical community and to bear part of the responsibility in shaping those laws."

This definition had many good effects. The vague line between physically able to participate and mentally able to carry responsibilities of wizarding life was destroyed by the new definition. It emphasized the bigger part of understanding what is happening in the society, especially the wizarding laws and carrying on many responsibilities as part of the community under those laws. The new definition placed many creatures that 'walk on two legs' and 'can speak the human tongue' under the beast category, like pixies, fairies and trolls.

Another effect of the definition was Grogan Stump's establishment of the 'Being' and 'Beast' Divisions of the Department for the Regulation and Control of Magical Creatures. Later, a third division, called the 'Spirit' Division, was established for the proper placement of the ghosts in the wizarding world.

This champion of order was born in 1770 somewhere in Great Britain. He attended Hogwarts from 1781 to 1788 and was sorted into Hufflepuff. Carrying Hufflepuff qualities like hard work, loyalty, dedication, fair play and justice, he ensured that everyone would be given what is due to them. This was reflected by everyone's place in the wizarding world. Of course, there are exceptions, like the centaurs and merpeople who chose to be placed under the 'Beast' division. These vital characteristics provided Grogan Stump the right motivation to do things as a Minister for Magic.

Grogan Stump's view of beings as a part of a greater community and sharing responsibilities with each other brought order to the wizarding world up to now.
